Step 1.

Hold paper diagonally, fold and unfold

Step 2.

Fold bottom to top.

Fold over on dotted line

Step 4.

Fold top piece back on dotted line

 Step 4
Step 5.

Fold on dotted line so ends meet

 Step 5
Step 6.

Fold up at a slight angle, repeat for opposite side

 Step 6
Step 7.

Fold tip inside to make the beak

 Step 7
Step 8.

And there you have it.
